It gets far less publicity than sports wagering because it is available in far fewer states, but make no mistake, legal online casinos have proven themselves more than capable of producing both operator revenue and tax revenue for the states that have it in place.
Though Delaware was the first state to legalize iGaming via the Delaware Gaming Competitiveness Act of 2012, it was not the first to launch. That distinction technically belongs to Nevada, but only because the Silver State was the first to offer online poker in April 2013. Delaware launched its full suite of internet casino gaming – table games, live dealer games, and slots in addition to poker – in November of that year shortly before another gambling pioneer did in New Jersey.
The neighboring Northeastern states were on their own until October 2017, when Pennsylvania became the third state to legalize internet casino games. Pennsylvania was deliberate in its expansion process, as it had also legalized sports wagering in that omnibus bill, but iGaming kicked off in July 2019 just two months after the first mobile sports bets were placed.
The mid-Atlantic continued to serve as a cradle of iGaming as West Virginia legalized in March 2019 in atypical fashion, as Gov. Jim Justice neither signed the bill nor vetoed it. Like Pennsylvania, it would take more than a year from legalization before residents in West Virginia could place online casino wagers, which first occurred in July 2020 during the COVID-19 pandemic.
The pandemic jolted some states into movement and slowed the timelines of others as they pondered new sources of tax revenue. Michigan had legalized sports wagering and internet gaming in 2019, but its Detroit sportsbooks had barely begun accepting wagers before being shuttered due to COVID-19. Michigan made up for lost time, though, with the biggest launch of the six states offering a full suite of mobile gaming. It let multiple operators hit the ground running in January 2021.
Connecticut has the United States’ top two sportsbooks – FanDuel and DraftKings – flexing their online muscles in the casino suite via the Mohegan and Mashantucket Pequot tribes, respectively. Connecticut had a simultaneous rollout of mobile sports wagering and iGaming in October 2021, a rather quick turnaround considering DraftKings’ agreement came in December 2020 and FanDuel’s in July 2021.
Rhode Island became the most recent state to enter the marketplace as Bally’s launched operations March 5. The Ocean State continues to be a monopoly of sorts as Bally’s operates the state’s two casinos and conducts online sports betting through the Rhode Island Lottery.
Tax rates in each of the seven states varies greatly, but the constant is that online casino gaming provides a more consistent stream of monthly tax revenue than sports wagering given the wide variance of outcomes in the latter. Despite the limited number of states participating so far, their combined iGaming tax revenue surpassed $3.7 billion as of March 2024, a notable amount considering commercial sports wagering tax revenue in the post-PASPA era recently passed $5 billion with 36 states conducting legal betting.
The following tables show the known online casino handle (total dollars wagered from states that publish such figures), gross and adjusted online casino gaming revenue (collective gross revenue produced by legal iGaming and adjusted gross revenue in states that allow for deductions), and state taxes collected.
The tables for each state are tabulated in slightly different formats based on what data is provided by their state agencies that regulate online casino gaming. The figures provided are on a state-by-state basis in each legal jurisdiction where iGaming takes place.
The tables have calendar-year summaries following the December monthly totals from each year. It should be noted that state agencies that oversee internet casino gaming in Michigan and New Jersey do not provide handle in their respective monthly revenue reports.
Connecticut launched online casino gaming in October 2021 after a series of legislative fits and spurts. Because state legislators tied iGaming with sports wagering, as well as pre-existing agreements with brick-and-mortar casinos run by the Mashantucket Pequot and Mohegan tribes, there was much to sort. That also included involving the U.S. Department of the Interior, which must sign off on all compact agreements between tribes and state governments pertaining to gaming.
Though iGaming is essentially a duopoly in Connecticut with FanDuel and DraftKings, bettors could do a whole lot worse if limited to just two operators providing internet casino wagering. The two biggest online titans in the gaming space are more than adequately equipped with a wide variety of gaming and have longstanding marketplace presence that makes them industry leaders.
DraftKings played a little bit of a long game with regards to the Connecticut market, reaching an access agreement in December 2020 with the Mashantucket Pequot tribe, which operates Foxwoods. It quickly entered the daily fantasy sports market to make its presence known. Not wanting to be left out of a market with proximity to New York City, FanDuel successfully courted the Mohegan tribe, and the two became partners in July 2021.

Technically, Delaware is the first state to legalize online casino gaming via the Delaware Gaming Competitiveness Act of 2012, which was designed to make the state competitive with the influx of regional brick-and-mortar casinos that had expanded beyond nearby Atlantic City in New Jersey.
The state had been operating slot machines at its three horse racing tracks since 1994, and legislators added the ability to offer table games in 2010, but gaming revenue – a key component of the overall budget — was still lagging.
The Gaming Competitiveness Act authorized the Delaware Lottery to sell lottery tickets online, create a statewide keno network, and launch online casinos. The process proved more involved than originally planned, especially due to being the first state to craft the necessary iGaming regulations. Hopes of an early 2013 launch were scuttled as the Delaware Lottery did not begin accepting vendor proposals until February.
Delaware eventually launched its internet casino gaming suite in November 2013 and added poker the following February, as part of an interstate compact allowing Delaware pokers to try their hands against counterparts from Nevada. That led to the formation of the Multi-State Internet Gaming Association (MSIGA), which is still in place today to oversee multistate poker compacts.

The pioneer state when it comes to gaming collaboration between state government and tribal entities, Michigan’s march to internet casino gaming was led by former Rep. Brandt Iden. The Battle Creek native’s signature accomplishment in his three-term tenure in the statehouse was bringing both sports wagering and iGaming to the Wolverine State while opening the markets equally to Michigan’s multiple Native American tribal casinos and three Detroit-based brick-and-mortar venues.
Legalization took longer than expected, as outgoing Gov. Rick Snyder vetoed a bill that had bipartisan support in December 2018. His successor, Gov. Gretchen Whitmer, put her signature on the Lawful Internet Gaming Act in 2019 to legalize sports wagering, internet casino gaming, and daily fantasy sports.
The first retail sports wagers in the state were accepted in March 2020, days before the COVID-19 pandemic shuttered the United States. Looking to move forward with internet wagering to help provide some state revenue during the pandemic, the Michigan Gaming Control Board settled on the idea of a simultaneous multiple operator launch for internet gaming – both casino and sports wagering – in January 2021.
The biggest launch of online wagering in U.S. history at that point in time took place with barely any hitches, quickly vaulting Michigan into a top-tier gaming market overall and one of the nation’s top performers for iGaming.

Atlantic City is more than a gambling getaway spot in the Garden State, as it also serves as the epicenter of the largest number of internet casino operators in any legalized state in the U.S. Long a gaming pioneer via brick-and-mortar casinos, New Jersey was the first to bring legislation addressing online gaming to the statehouse floor back in January 2011 through Rep. Raymond Lesniak. Movement only took place, however, after the U.S. Justice Department’s opinion in December 2011 that the Federal Wire Act did not prohibit online casino games.
The state drafted new legislation addressing the concerns of where bets originated – a precursor to geolocation of sorts – and then-Gov. Chris Christie signed the bill into law in late February 2013. New Jersey’s online gaming platform went live in November of that year — two weeks after Delaware’s. In the decade since, bettors in the Garden State have rarely lacked for options, as each Atlantic City-based casino is allowed up to five unique online skins.
Put all this together, and it is no wonder New Jersey quickly became one of the nation’s top markets for iGaming, surpassing $100 million in monthly revenue for the first time in January 2021.

The Keystone State was the fourth to legalize online gaming and further solidified the mid-Atlantic region as the iGaming hub of the U.S. Pennsylvania’s legalization of internet casino wagering was part of a massive gaming expansion bill – Act 42 — signed into law by Gov. Tom Wolf in October 2017 that included sports wagering, daily fantasy sports, new satellite casinos, and video gaming terminals (VGTs) that would be available at truck stops.
Perhaps hesitant due to the higher state tax rates, there was not an initial rush by casino operators to apply for online wagering licenses by the July 2018 deadline. PENN National, with its Hollywood Online Casino at Penn National, joined Parx Casino, and BetRivers were the first three to launch operations in July 2019.
The long-term effects of the 2017 law are now visible throughout the Pennsylvania gaming community. Like Michigan and New Jersey, the state has emerged as an iGaming powerhouse when it comes to operator revenue, with regular $100 million-plus monthly sums. In turn, that has made the state happy as it collects a healthy tax levy spanning the three types of internet casino gaming disciplines.

The Ocean State became the seventh and currently most recent state to launch online casino gaming, with Bally’s taking the plunge March 5. This was a natural extension for Bally’s, which essentially operates as a gaming monopoly in Rhode Island by virtue of having both casinos and serving as the state’s lone mobile sports betting option. Governor Daniel McKee legalized online casino gaming in the final day of the legislative session in June 2023.
The bill, H-6348A, passed by a healthy 57-11 margin despite some concerns about allowing Bally’s to continue their uncontested status in Rhode Island. One unique facet of internet casino gaming in Rhode Island is the requirement of live dealers for table games, including baccarat, blackjack apps, big six, craps, pai gow poker, online poker, and roulette apps. The bill also allowed for the Ocean State to enter multistate deals for shared liquidity, a prerequisite for those who play online poker.
Lawmakers opted for vastly different tax rates depending on the gaming discipline, administering a 61% levy on slot revenue and a more standard 15% on winnings from table games.

The history of wagering in the United States has long been a colorful affair, and West Virginia’s contribution to that landscape is the legalization of internet casino gaming without the governor’s signature.
Gov. Jim Justice opted to neither sign nor veto the West Virginia Lottery Interactive Wagering Act when it landed on his desk in March 2019, permitting it into law after the veto window passed.
It can be argued Justice did not sign the bill because he owns The Greenbrier — one of the state’s five casinos – and thereby directly benefited from West Virginia adding iGaming to its gaming options. Whether that delay altered the timeline of a statewide launch is not completely certain, but the COVID-19 pandemic did sharpen focus as the West Virginia Lottery launched internet casino wagering in July 2020.
West Virginia’s market, though mature, still has avenues of growth. WynnBET recently became the eighth online operator to enter the state, and only The Greenbrier has used its maximum allotment of three online skins, as FanDuel, Golden Nugget, and BetMGM all conduct iGaming in the Mountaineer State. Fellow iGaming standouts DraftKings, Caesars, and BetRivers are also available for West Virginia bettors as potential options.
